OMG! this is some soap opera shiz right here! he totally likes you. he's trying to deal with it in as mature of a way as he can and he's having conflicting feelings. stuff like "should I stay away from any temptation or can I handle being friends with a girl I like without flirting or otherwise pursuing her?" I've been there and the girl I liked even liked me back. she was my gf's bff to boot! can you say drama? I would suggest confronting him about it by asking if he likes you (when you two aren't around his gf) and, if he says no, fall back on the notion that he's been sending off those signals. if he says yes, coerce him to tell his gf and try to deal with it with her. you telling his gf should be a last resort only and could/will harm any chance of a friendship ever developing.
References :
You have to see this from his point of view. He has a girlfriend. Does he see you as a friend? absolutely!

You have to understand that guys who are in high school have billions of things on their mind, and I'm sure you do too.

When i was in High School i said high to some friends, and some i didn't, and why should I? It's understood that we are friends, so thats that.
